2008 OREGON PEPSI YOUTH BOWLING CHAMPIONSHIPS

SECTIONAL QUALIFIER RULES

1.  This tournament is certified by the United States Bowling Congress (#7004) and shall be governed by USBC rules.
 
2.  Advancement from league is a one-time entry. All bowlers holding a current USBC youth membership and having a certified league average are eligible to compete at the sectional level. Bowlers are encouraged to bowl in the sectional where their bowling center is located.
 
3.   Advancement from league to sectional competition is ratio of 1:1.
 
4.  Advancers out of league level must remain in the division they qualified in during all subsequent levels. If a bowler advances out of league level in more than one state/zone, the bowler must declare one state/zone to continue competing before the next competition level. Participation in any level of competition past the league level in more than one state will result in automatic disqualification.

6.  Tournament entry form containing bowlers name, address, telephone number, date of birth and league standing sheet must be submitted before entrants will be scheduled. Entries close March 2, 2008 - ½ hour before the final squad at each location.
Entries will be scheduled in the order received - A $25 fee shall be charged for all returned checks.
 
7.  Divisions are based on the participant's age as of August 1, 2007. Athletes must choose the division in which they will compete. Athletes are not mandated to be USBC Junior Gold Program members to enter the Scratch Division. However, athletes must be USBC Junior Gold Program Members or be eligible and buy membership prior to advancement to the USBC Junior Gold Championships. Competition shall be conducted in the following divisions:
 
11 & under boys' handicap11 & under girls' handicap

8.   11 and under boys' and girls' handicap will bowl three (3) games, moving one pair to the right after each game. Total pins plus applicable handicap will determine advancers.
      12 and over boys' and girls' scratch & handicap will bowl six (6) games, moving one pair to the right after each game. Total pins plus applicable handicap will determine advancers.

Awards and scholarship fees will be returned 100% to the bowlers at state level competition.
Fee includes entry to the State Finals.
 
10.  Bowlers must wear suitable attire. No hats/caps, cutoffs, ragged or baggy jeans, bare midriffs, tank tops, warm-up suites or undergarments showing will be allowed. No smoking by guest or athletes on the concourse or in the settee area.
 
11.  No substitutes will be permitted once athletes have started tournament play. However, replacements may be used for bowlers not present at squad time. Replacements must be from the same league and same centers as the "no-show"bowler.
 
12.   Competitors shall be allowed ten minutes of practice on each of their starting lanes.
 
13.   If no replacement has been made, a bowler arriving late shall begin play and the score shall count beginning with the frame then being bowled. Frames missed shall be credited with a zero. Frames may not be made-up. Bowlers not present to bowl when it's their turn will be credited with a zero for that frame.
 
14.   Bowlers shall use their highest current certified league average, a minium of 12 games, as of January 1, 2008. If the minimum has not been met, the bowler will present a league standing sheet closest to the date of competition. All averages must be verified by a standing sheet, both scratch and handicap.
 
15.  SLOW BOWLING: Bowlers will be on the approach when it is their turn ready to bowl. First delay will result in a warning. Second delay will result in a zero for that ball. Third delay will result in disqualification.
 
16.   Handicap shall be 90% of the difference between the bowler's average and 200.
 
17.   Only bowlers, tournament officials and lane employees shall be permitted in the settee area.
 
18.   Claims for errors in scoring or general playing rules must be made to the tournament director no later than the start of the next block or 30 minutes after the completion of competition. Questionable errors shall be decided upon by the tournament director. All other protests must be confirmed in writing to the tournament director within 48 hours. Under this rule, each protest must be specific in itself.
 
19.   Symbolic awards and scholarships will not be given at the sectional level.
 
20.   Advancement ratio from sectional level to the next competition level is one for ever three entries per division, or major fraction thereof, including last place tires. In all cases at least five individuals per division shall advance, provided there are entries in each division. The advancement ratio shall be applied uniformly to all eligible divisions.

22.  All matters not covered by these rules and regulations shall be determined by the State Pepsi USBC Youth Championships Tournament Committee. The National Pepsi USBC Youth Championships Tournament Committee reserves the right to accept or reject any participant.
